Abstract

Household waste management is increasingly recognized as a key entry point for sustainable environmental outcomes, as most municipal waste streams originate from daily household activities. This library research synthesizes Indonesian regulations, national waste performance data, and global reports to develop a community participation-oriented framework for household waste management. Using thematic content analysis, the study identifies core pillars: waste reduction at source, segregation, decentralized organic processing, community-based recycling through waste banks, and local governance mechanisms that sustain behavior change. The paper proposes a staged participatory model—from community diagnosis and social mobilization to monitoring and incentives—aligned with Indonesia’s national waste policy direction and measurable performance indicators.
